This site is apparently run by a woman named Ada Chan, who also does all the sculpting. The heads look pretty good to me, and I believe she has an ebay auction running all the time for a 100% custom head for something like 180 bucks. I think that the "That's My Face" website does a 3-D printing job on a Generic head. Not a bad option for a one-off piece to add to your collection, but not going to work if you want to mold extra copies.
That said, I'd like to get a look at the quality myself, so if you do order a TOS Rand and you're not happy with the hair, send her my way for a couple days and I'll be happy to re-sculpt a screen accurate hairstyle.

A custom hair scupt will run to $170.00+ which is quite steep but you are paying for an artist for several days. That is on top of the $69.00 dollars for one head. Even so, I'd still consider it as a one off treat but I might not order the others in a hurry (Ilia would be fine as she has no hair anyway.
A 7" head isn't listed on that website as an option but it might be possible. The price quoted is $230.00 so not a lot in it overall. I'm erring on the side of justmyface because they use coloured resin so minimal painting.
I am going for TMP Rand, but her conehead is so large a customiser should be able to plop her TOS hair on.
