After some digging, it would appear that, at the moment, the cargo pallet is made up. Some further news regarding Gul Dukat's box. It appears in pre production art for DS9, as seen in the making of DS9, and according to an eBay auction for a prop replica, it's from "The Homecoming", my guess is that it's held by a Cardassian to lower the forcefield around the prison camp.

 

So, in a nutshell, if your Dukat needs to lower or raise a forcefield, or torture and interrogate another action figure, the "control box" is what he needs.

Some new info!
 
That strange portable computer that came with figures like Mordok and DS9 Tom Riker? I've it in "The Inner Light": http://tng.trekcore....nerlight249.jpg (by Ogawa's hands). Also in the episode, something slightly resembling Captain Sisko's/Intendent Kira's computer appears (http://tng.trekcore....erlight254.jpg, bottom left, behind Picard's head) and the medical instrument that comes with Pulaski (I don't have the figure yet, so I'm not sure what the box calls it: http://tng.trekcore....nerlight238.jpg , by Picard's head again).
 
DS9 wise, I've found what seems to be a reuse of the control box (http://ds9.trekcore...._behind_170.jpg), and Picard as Galen's computer, twice (http://ds9.trekcore....gsorwar_182.jpg and http://tng.trekcore....dparttwo065.jpg).
