You'll have to share your recipe! I'm guessing that's a T&T Dax bottom, Troi Torso, and Marlena or MM Uhrua arms?
Lots of sculpting for the skirt.

As for the recipe, Gothneo almost got it.
I used a Troi's Torso, Uhura's Legs and MM Uhura's arms.
I sanded Troi's collar and MM Uhura's "arm bracelet".
Also, the pin at the waistline did not fit right, so I had to correct it too, but do not remember how. I think I used a knife and a sandpaper to make the pin thinner.
I tried to reuse Uhura's Skirt, but it did not look right, so I sculpt one with epoxi. It is not perfect, but I think it looks Ok.

and thanks for the recipe, I just love your custom! I really do! can't stop wistfully gazing at it! I think I actually have extras of all three of those figures, and I'm going to have to take a shot at making one of my own to go with my S1 Riker, Picard, Worf & Geordi!

As Barney said, he had to sand down the arm from the MM Uhura.
If I had to guess, it looks like he stripped the paint, which I think you get red plastic base, and then he re-painted them flesh color.
It speaks volumes to the great job done on this custom!
Another technique that works well and you'll never be able to tell its paint is to dismantle the figure into base parts, and then airbrush the individual parts. Let them cure for several days and re-assemble. I've done this on many a marvel legend custom, and you'd never know.
Stripping the paint and re-painting will help with paint rub.
