Thanks everyone. I am not completely happy with the rolled part of the sleeves and will probably redo them over the weekend. I will post more after I figure out how I want to do it.

You could use a normal sculpting material, my preference would be milliput black (so if the figure gets rub or is knocked the base material at least is a similar colour). The other thing to do is wear a loose jumper, roll up the sleeves and get someone to take some photos to see where the folds lie.

I think a couple of creases work well, I did think that the sleeve should be a bit wider though, but getting it just right is not as easy as I thought it would be. I may have the wrong tools but, when I work on one end, the other often modifies enough to have to start over. Just a few creases should get the desired effect, and screencaps are better to determine the material's penchant for creases.
Riker looks great though, keep it up and above all, share.
