Well, 35mm *IS* HD quality. It's film, just like TOS was shot, so the detail is there for HD quality, even if it's not digital. TNG, DS9, and VOY were all shot and mastered on videotape, which is nowhere NEAR HD quality. It even doesn't look that great on DVD.
Actually TNG, DS9, and VOY were all shot on film. They were mastered and all the effects were created with video. The potential is there to create a HD version but it would need to be completely remastered the same way that TOS was. I remember reading a quote somewhere from the people who remastered TOS saying they would really like to do the same with TNG, so there is hope.
