TNG - None, they're all done in my opinion
DS9 - Bajoran Uniform Kira, Quark
VOY - Janeway, Chakotay, Paris, EMH, 7 of 9, Tuvok, B'Elanna, Kim, Kes, Neelix
ENT - Hoshi (Starfleet Uniform), Phlox (Regular Attire)

Therefore, if DST released TOS, DS9 and ENT 2-packs, they'd be done! 5 VOY 2-packs and they'd be done too! Then I could stop collecting!

The only crew that feels incomplete to me is DS9. We need a Bajoran Kira, Quark, and Garak. I'm on the fence about Jake. He's a credited main cast member, but really contributed very little to the series.

TOS and TNG are complete, IMO. There are minor characters I'd like to see made, but don't really count as making the crew feel complete.

ENT I have no idea about. I never bothered to collect it or keep track of what was/wasn't released.

VOY was never started, so .assuming the question is intended to be for partially released crews, it doesn't enter into the discussion.
