Riker graduated in 2357.. then was offered his own command in 2364 (unless this just means staying lt. commander)

"Riker was offered his first command, that of the ill-fated USS Drake, in 2364. However, he turned down that position for a far more enticing offer"

He could be given a command and still have retained the rank of Lt. Commander. That's plausible. Captain can just be a title as well rather than a rank.

Although to be offered a command so quickly, he would had to have been a truly exceptional officer. I guess it is possible. Kirk was said to be in his early 30's on TOS and he was already a captain and in command of a Constitution Class ship. So Riker could have been given command at around the age of 30.

The Drake was supposed to be a smaller, scout/survey type starship, right? That makes it more plausible that a young officer could be given command.

With all the Capt's blown by the Borg up at (Wolf 927? I can't remember right now) and making a shortage of people, Star Fleet Command would have taken anyone they could find to be in charge of the new fleet. To think that Riker could have remained on the Enterprise is really not very real. He would have been made to move.

Jules is saying that after the Dominion Wars SFC would have been down to the piont that Wesley would have been made a Capt as short as they would have been. That may even explain why he was in the last movie!!

Not really. There were only 40 ships at Wolf 359. In "The Drumhead" it was stated that one or two ships survived. Considering how large Starfleet is, losing 40 captains at the most wouldn't have created that big of a shortage. There were probably at least a thousand officers waiting in line behind Riker that would have been given a command since he turned it down.

Now having Riker aboard the Enterprise during and after the Dominion War was what was unrealistic. They were losing dozens and dozens of ships at a time from what we saw and heard on DS9. Riker and even Data would probably have been bumped to command positions without option.
